Forced returns monitoring

Target group: foreign citizens who are subject to a decision to return under escort, that are accommodated in one of the 2 centers for foreigners taken into public custody - in Arad and Otopeni - and are effectively removed under escort, those who are removed from the territory within 24 hours of detection by being driven to a border checkpoint and unaccompanied minors who are subject to a return decision and are accompanied to their country of origin or destination.
Goal: respecting European standards, the fundamental rights and dignity of migrants with irregular stay on Romanian territory, during escorted return missions organized and implemented by the General Inspectorate for Immigration.
Activities: monitoring return activities by escorting the migrant to the country of origin or destination, and where appropriate, to the border crossing point, and informing all parties directly involved in escort missions regarding the fundamental rights applicable in the matter of return, in order to strengthen capability in the field.

1. About the project
Short description: The monitoring activities proposed by the project are intended to cover the specific phases of an escorted return mission without direct intervention power. They also include respecting the fundamental rights of all involved parties. They generate transparency, and the reports drawn up as a result constitute not only the source for correcting any potential problems, but above all an already validated tool for identifying good practices.
2. How?
Since 2011 until present days, CNRR has ensured continuity in this type of activity, through its own means and volunteering, including in the periods that were not covered by European funding.
Since 2014, CNRR has annually transmitted to the European Agency for Fundamental Rights statistical data on the monitoring carried out.
